This subject comes up often. They are hard wired and not on a switch you can turn on and off. The do run on 12 volt DC, not AC. The black outer cover snaps off, but more than likely, you'll end up breaking the little plastic catch that hold it on. Under that black cover, is an all translucent fixture that's held to the wall with screws. You can remove those screws and then it will come off the wall.
You could easily run a toggle switch (on-off) switch and put it right beside the light so you can switch it or off when you want it working. Or just cut one wire, tape it off and put the fixture back together on the the wall it will be dead completely, forever.

I have the same light in the cabinet for all my electric switches. It's so bright glaring in my face I can't see the switches. Rather than removing it, I put black electrical tape over the entire thing, blacking it out. Now I have no problem actually seeing the switches.
