In another thread we discussed propane regulators and wondered whether there are two or three operable positions for the lever. The third would be "straight up" and we thought that might either be "off" or "both", with "both" meaning it would draw from both tanks.
Here's a quote on a reply from the manufacturer of our Marshall regulators:

There is no 'off' position on this regulator. You must always have your
handle facing towards the tank that you have selected as your supply
tank. I will send you a pamphlet thru the mail today.
The way this regulator is meant to operate is, you start with two full
tanks, open up both tanks and select either one as your supply tank.
Let's say you selected the right tank as your supply tank. You would
need to manually flip the handle all the way to the right side. Your
indicator on top will show green. Do not remove the black cap on the
indicator. Once your right tank has gone empty, the regulator internally
will start withdrawing from the left tank. You will know this has
occurred because your indicator will have changed from Green to Red. You
will need to manually flip the swing arm from the right tank to the left
tank. Your indicator will switch back from Red to Green. It is now safe
to remove the empty right tank and have it re-filled. Always make sure
that your indicator shows green before removing your empty tank. We do
not recommend that you leave your hose hanging for days.
