I understand your displeasure, but I disagree with your rationale. That's not to say that some vehicles have blinding lights, but more often than not, it's because of the approaching vehicle's high beams were left on or the vehicle is riding high in front, perhaps because of an excessive load. I'm 72, and properly installed on-coming fog lamps have never been an issue or blinded my vision nor anyone else I've ever spoken to, nor should they. Factory default settings only allow them to only go on with low beams, (not high) so if they're on with the high beams, someone has messed with the onboard computer or physically altered their placement. Fog lights brighten the roadside plus the front of the vehicle, so I find them very helpful when on low beams, in other words, they fill the gap from the front of the vehicle to where the low beams first pick up and therefore increase visibility. I've had fog lights factory installed, as an option, on everyone of my vehicles, ever since they've become available, therefore; even when I was younger, I felt they were useful.
