I think what you are seeing is the light that comes on when the gas is being a ignited. That is supposed to happen, and once the burner is lit, it goes off.

What happens if you turn on propane but don’t turn on electric?

This is a description of the function of the indicator light, and regardless of whether the electric function is turned on or not, the gas mode functions the same. When we are dry camping or if we are on a 30 amp site, we have the water heater on gas only, and it works just fine.
'If your water heater does not achieve ignition in three attempts it will go into lock out. If your water heater goes into lock out mode the red indicator light on the panel will be lit continuously, notifying you of a problem. When the water heater is functioning properly the red indicator light will be on briefly while ignition is achieved, and go out once the burner is in operation.'

Amazing! They've changed how the indicators work (maybe for the fun of it?). On our 'ancient' 2010, turning the gas switch on lights it the same as turning the electric switch on. There's no change in indication if the water heater gas burner doesn't light though.

It is not the switch under discussion. It still illuminates if you turn on the propane water heater. What the OP is referring to it the little LED alongside the switch. It lights up until the burner ignites and then turns off.
I am pretty sure your 2010 has the LED.
