Last year I have to have my air conditioner repaired in Billings, Montana. The techician literally butcherd my air conditioner to the point I had to have new AC installed. The cost was in excess of $2500, when I probably only needed a capacitor.
I am preparing to take a long trip from the West Coast to the East Coast and I want to be better prepared this year than last, with respect to how to select more qualified technicians. Is anyone us a national dictionary for certified technicians?

I don't know of any national list other than a Google Search, something like listed in the above post.

I've used 2 different mobile techs, one in Louisiana (Baton Rouge area, I've used 2 different times) and the other when in South Sioux City, Nebraska / Sioux City, Iowa (I used once). Both were reliable and fixed my issue, leaving me a satisfied customer, but the cost was steep.

Yes, I was concerned about their ability to fix my issues at the start. But both proved themselves to be very reliable in the end. And asking question up front when making first contact was critical. Both clearly stated what they "could not" or "would not" fix or repair, they were quite up front with their limitations working on an item beyond their logistical availability (tools, equipment, space, time, and distance they would travel from their shop to my camper), and were completely open about charges and price.

As far as an on-line resource for locating a reliable Tech? I don't know of any. As we've traveled, I've asked different RV dealerships if they have mobile tech service and most do not. But almost ever one I've enquired with gave me the name of someone in their area who did do mobile tech service. So there is another resource to consider.
 
Start with a NRTVA certified technician. Their website does not provide a list of providers, however a quick search popped up a couple near me.

If you can physically climb on the roof, it’s not hard to check the capacitor yourself.
