The under torque value is not typically caused by the nuts backing off, it is caused by a couple of different things. First being that when the axle and springs are assembled at the factory, if the U-bolt is not exactly perpendicular to the axle tube when initially tightened and torqued, rough roads and resultant pounding of the suspension will cause the U-bolts to seek and shift to perpendicular, which causes a slightly looser fit.
Also, the threads of the bolt can actually stretch under severe road conditions, like deep pot holes hit at highway speeds. Even the circular shape of the axle tubing can deform in the same conditions, causing looser U-bolt torque values.
