Anyone familiar with Tower CG in Sioux Falls, SD?

The TL directory rates this park at a 4 out of 10. Is anyone familiar with this park? We're contemplating a week's stay while we register to vote and do some sightseeing. I usually shy away from those with such a low rating but there's a reason why this park is "desirable" for us (long story, has to do with registering to vote in SD).
