Water closet heat register

Does anyone have the secret to remove the white plastic heat register in the water closet? Wife wants me to remove it so she can clean it. As always any help is appreciated.

There is a coiled heater tube(?) attached underneath the floor. I believe you should be able to see the connection from the basement/garage. There may be a screw that is holding the hose to the outlet.

The top of the vent swivels and there are two tabs holding it to the base. I used a screwdriver to get ours off to clean both pieces.

What is "clean"?

Edited: p.s.:
"water closet

noun

a toilet in Britain"

Does that mean you have to be in Britain when you "clean" it?

I just removed these from the ceiling. Use a small screwdriver to pop off the rotating piece. I've done this several times and they did not break. Just put the screwdriver under there and pop it. The piece below has four screws, visible after you remove the rotating piece.
