How to test a brake controller

My friend has a Prodigy brake controller. How can I test it to make sure it is working without a trailer. Can I connect a VOM to the ground and brake connection on the 7 pin connection and then activate the Prodigy controller and see if there is voltage reading?

I believe that if I connect at the ground and brake line connections and then activate the controller I should get a voltage reading and if I squeeze the controller levers it should increase voltage. Is this correct?

It’s going to be very difficult testing a controller, especially if it’s one that has a proportional control that uses a weight in it that varies the trailer braking. You really need to be connected to a trailer, as it isn’t just voltage but current flow that is controlled going to the brakes.
