Yes it should kick in. You might have a bad unit

Inverter with no output
I have a magnum csw1012 power invertor. It has 12 v input but there is no A/C output. The green power button does not light. Also the test and reset button do not do anything. Is there anything inside that is serviceable or just replace it. I did disconnect from shore with same results.

Again, as stated above, there is a red cut-off switch that is used to kill the battery from the inverter. It should be on the red (hot) lead out of the battery. Is this switch in the disconnected or connected position? Flip and and see what happens.
You will probably have to push the on-off button on the inverter itself again too.
Start simple, then work your way outward.

The red switch is in the correct position. It was turned off and on just to be sure. There is 12v DC to the posts at the inverter, but no power out. There is not a reset switch that is visible. Bad unit, is my best guess, unless there is a component inside that is can be replaced.

I would confirm you have 12v power to the unit first.
I also added a link to the user manual so you could look at some of the troubleshooting it has to offer.

Does the 12V LED illuminate?
From the manual, here are some trouble shooting steps.
