Ok my baby is fixed. The black tank valve is now working. The problem was the cable was rusted in place. They were able to get it moving but decided to replace it anyway. The tech said that the rust most likely was caused by water dripping on the cable when the valve was in the open position. I can see how that can happen as the black and gray dump valve handles are at the bottom of the convenience center with all the water connections above them. We decided that I will shoot some WD40 on them to keep the water at bay. I guess WD40 displaces water and will keep the cable from rusting.

an note to Keystone, move the dump pull handles to a position above the water inlets! Water goes down hill onto the exposed cable when the valve is in the open position. EASY FIX.
