Roof coming apart

Purchased a Montana high country last year. Sits on a permanent site. Last year water leaking in from AC unit. 3 loose bolts, 4th one was stripped. Water leaking in a window when it rains. Those issues have been fixed. Now I see the metal rail at the rear of the roof that holds the rubber roof in place in coming off. Screws on both ends have pulled out of the roof. How do I fix that? Has anyone see or heard of this issue? I am afraid if I screw it back down & caulk it it will just pull out again.
