Good eye. Zooming in it does look like metal flex pipe under an outer sheath.

Yea I need to get a better look/take pictures in the daylight tomorrow, but it does seem a little too small to be a hydraulic line (and I can see what looks to be bigger black hydraulic lines running along the same route). Also, I did just noticed that it's also a flat/more rectangular shaped wire like a TV power cable...like this:
