MHC 372rd fantastic fan only works when kitchen lights are on

Does this seem normal? My kitchen fantastic fan only is powered when the 4 kitchen lights are on. Those operate from a single toggle switch in the electrical cabinet, not the wall switches. So if I want the fan on all night, the 4 lights will also be on. Coincidence or related, the lighted toggle next to the kitchen switch in the cabinet seems to control nothing. Could they have wired 2 items to 1switch by mistake?
