vents in windows

Today, my wife was washing windows, and noticed two small openings in the bottom of all the windows. I'm sure it is to get rid of condensation. With all those little vents, I'm sure I am loosing lots of heat. After taping all of them shut, my condensation is gone. My windows are dry. Why have them open in winter? My windows do not sweat. we use the toilet fan when showering, and the fan over the stove when cooking. For now, I will leave them taped shut. Any ideas?

I thought these were there for water/condensation to drain?

I've covered mine also with plastic tape. I installed clear plastic over all my windows...and boy can I tell a difference! No condensation so far and i leave a vent cracked at all times.

I believe the slots are weep holes for rain water.

I have the slits as do all the windows. I have cut plexaglass on the inside as storm windows I was always told on the stick house windows if you seal it up it will sweat an fog up the windows and the installer left an opening at the bottom of the window. will it help to tape them over?
