Slow Draining Galley Tank

Does anyone else have a problem with a slow draining galley tank? I have a 2015 3790RD and the galley tank takes bout 15 minutes to drain when dumping. It only trickles out with the valve fully open. it has been like this since the first time and we re the first owners

We had a 2010 sob where the black tank drained good for the first few times we dumped and then for no reason it would only trickle out very slowly the next time. It turned out that whoever cut out the hole for the drain left the round piece of plastic in the tank and that was what was blocking the valve.

I guess I'm going to have to see if i can get a camera in there.

Even though the handle is pulled all the way out, sounds like the valve may not actually be opening all the way.
