flashlight charger connected to WH breaker?

I have had my water heater breaker off because I'm waiting for a new element. Last night I went to use my flashlight and noticed the charge light is no longer on and light was dead. I was surprised because this was one thing that was constant and true in my old unit.

I turned on the breaker but the charge light did not come on.

Any opinions?
