That's a pretty low buck faucet. I would pull the valve stem out to see if it's broken internally. The screw cover in the middle just pops out and you should be able to then pull the knob by removing a screw, then find a 'nut' and remove the stem - or at least that's how our '14 HC is equipped. There may be a seal or washer jammed in the seat or the stem may be broken and not moving when you turn the knob.
If the stem is broken, just find a replacement faucet. If it's a seal - repair or replace the faucet as you see fit
