Ford Built In Trailer Brake Control

We have a chronic problem indicating the trailer brakes are not working at times. The red light will bleep and beep when going over a bumpy road. Have had it looked at four times various places and no one seems to find the problem. Trailer was rewired once three years ago and we again have the same problem. Anyone have similar problem? Thanks
