12 volt system not working unless RV is connected to shore power

We have a 2019 Montana 3931FB and the 12 volt system does not work when the shore line is disconnected. Levelers do not work, slide outs do not work, lights in the entire RV do not work, nothing associated to the 12 volt system is working. Batteries are brand new (12.67 volts on meter), did some testing on the Shortstop breakers and found one not letting any current through... could this be my problem?

Yes. That is the exact way to troubleshoot this problem.

No DC power. Shore power good.
Take a multimeter. On shore power, check each post of your red 50A self resetting circuit breakers near your batteries. They should all read the same (about 12.4vdc).
Now remove shore power. Check them again.
Which ever one is NOT showing 12vdc on the post, it is bad. Replace it. Available at your local auto parts store.
Note: charging is also possible via the 7 way cable. It could be supplying power on the same (good) side of the breaker.

Friend has 3813MS with similar issues. Turns out the breaker going to inverter was tripped, hydraulic breaker was bad, inverter was off and inverter gfi was tripped. As mentioned, trace voltage up from battery until it’s located

That 50 amp breaker that feeds both the hydraulic pump and the main distribution panel from the batteries has been a problem, and per Lippert should be an 80 amp breaker. This would be the perfect time to make the upgrade, and can be an auto reset style or the manual reset breaker.
