How Do You Start a Regional Club

I noticed there was one post last year about a Colorado camping club. It didn't get any replies. It appears as if we have plenty of members in Colorado. We would perhaps be interested in hosting a get together for people headed east to the 10th Goshen rally. So, how can we get a Colorado club going and who would be interested in a September rally? I'm sure this will get moved - probably to the regional area.
