Yes, our unit was wired the same way. I pulled out the entire switch panel and did some testing with a test light/volt meter. What I found was all the switched things are home runned from the panel, meaning the wiring from the device goes directly to the panel.
You can do as I did and simply move wires around to make things come on when you want to.
I rewired the panel so the scare lights are on one switch together (witch we never use), the step light / pin box light on one switch together, the porch light on its own switch.
