2014 3402RL Fresh water tank capacity

My spec on my 3402RL says it has a 60 Gal Fresh water tank. I have a water flow meter I recently got and it says 48 Gals when water is spilling from the overflow vent.

When I check the LEDs it says the tank is full.

I've also checked the flow meter recently by filling 2 gallons of water into a Igloo water cooler that had gallon marking inside. It was right at the 2 gal. marking.

So what gives? BTW, my levelup says the trailer is level.

Could Keystone have actually put in the wrong size tank?

The 60 gallon i believe includes the 12 gallon hot water heater. Take the 48 gallons you can put in the tank and then add the 12 gallons for hot water heater and you have your 60 gallons.
