My truck has a maximum tow rating of 15,300 and CGVWR of 23,000. I have a Valley/Husky 16K which even provides a little margin for the tow rating. My truck when packed up and ready-to-tow weighs 8,500 lbs leaving only 14,500 left over for the fifth wheel or else I'll be over on the CGVWR. My Monty has a GVWR of 14,040 and actually weighs 13,500. Thus I still have 2,500 lbs of margin for the hitch.
In my case the 20Ks were more expensive and I didn't feel the need to get the weight and capability of a 20K if I would never approach it. My decision was based more on cost at the time but I was short-sided on another more important factor.
My only regret is that I did not get a hitch that didn't use over-the-bed rails. I remove the hitch most of the time, so then I have those infernal rails in the way. This forced me to build a 4 section plywood platform that fits all over this to create a flat bed but raises the height of the bed overall. This was cheaper than buying a new hitch and having an older one to get rid of at a loss.
I'm just saying it ain't all about the hitch rating which is what I used for my decision and was pleased that it was in two parts and manageable when removing it. I wish I had known more than that like how it looked when I removed it (hate those bed rails?).
