Tank Flush

I de-winterized the trailer today and started checking all of the connections, and sure enough I found a leak. It took awhile to find it but it is the pressure valve for the tank flush. When the water is on water is going into the tank you can hear it but also water is coming out of the top of the pressure valve, is the valve bad or not enough pressure to keep the pressure valve sealed to the top?
