Just an oddball question: Is it considered another axle, thus additional toll on Toll Roads?

Motor cycle trl.

There is also a trailer called swivel wheel ,there out of texas.we ran across a couple out of Virginia, he said the state of va does not call it a trailer so it not taged ,but he did say he got paper work from the manufacturer to get a title.
he has been through several states with no problem.we meet him at Nellis AFB Rv park.
I'm building a trailer to haul my 02 flht.behind our 37 ft rig.
It will be attached with 2 coupling points, so it will only be able to be hauled with the 5th wheel.
We have done research there 18 states that you can't tandem tow. And my thought since it not a normal type of a pull behind trailer , its more of an extension of the 5th wheel, more like a flip axle that RGN ( heavy hauler big rig trailers).

Yes it is unfortunately.

Washington is one of those states that do not allow tandem towing. The Freedome Hauler is legal since it is not a trailer. On the other hand the Swivel Wheel competitor does not meet WA definition in the RCW statute and therefore is not legal.

What is the difference between the two?

"Swivelwheel Carrier / Hauler Transportation Systems" http://www.cruiserlift.com/swivelwheel

This looks interesting!

It does not meet the definition of “having an axle”, per the Washington State Patrol during my research.

The Freedome Hauler carries the full weight of is cargo on it axle/tires, while the Swivelwheel Carrier puts part of the cargo weight on the frame of the trailer.
