Electric Brake Question

I just took delivery of a 03 3280 and I was a little surprized when I manually and at a slow speed actuated the brake controller to maximum. I guess I thought I would get some brake lockup. That didn't happen, not even close. It slowed down, but not what I would call very aggressively.

I remember pulling Airstreams back in the early 70's and most of them could reach brake lockup. Am I expecting too much from the Montana brakes.

Any comments or suggestions by other owners would be appreciated.
