how are covid reservation decisions made?

If a campground is limited to 50% capacity. How are the decisions made as to who gets to keep their reservation vs who gets bumped. Do they look at history and say person x has stayed with us more frequent, Or do they CG owners say here is a new person and they keep their reservation vs the seasoned camper? Minus any difficulties in the past for rowdiness or past issues?
Any Insight. If it were me. site #1 is seasonal so therefore sites 3,5 and the rest of the Odd numbered sites would keep reservations. It is the only fair way to justify your decision. Or do they call the regulars and say we will honor your reservation but you are now moved to site odd numbered.

What do you think. I know we are approaching full occupancy in areas. But not all. So I just wanted to ask your opinion.
