That appears to be nothing but a modified transit tripod, used in surveying. You can buy them at Lowes or many other places. Then go to a welding shop and have them make a top for your sat dish to mount. That's what I did.

I have a TV4RV tripod. Yes, you can buy a contractor's tripod and make the head, but if you don't want to be bothered this makes setup a breeze. The part that holds the dish has a recess on top for a bubble level to sit. Leveling only takes a few seconds. From start to finish, I can have tv in less than ten minutes.
