Does anyone know what type of screw this is? Click image for larger version

It’s rusting out. I went to remove replace them with stainless steel screws and noticed it has a long shaft with no threads. I was afraid to completely remove for fear of a nut or some other device holding it against the wall coming off. If this was a S&B it would have been a panhead wood screw in a stud. Because I’m unfamiliar with RV construction I don’t want to make things worse than they already are. Thanks
