Stair vents

Noticed that the cooler air from the a/c is going into the basement. I understand the reason for the heat to go into the basement through the vents. Are there stair vents that close in order to keep the cool air from escaping ?

Diesel Guy did it the right way going behind the basement walls and insulating and closing things up. As you can see by the post, it was too hot for me to want to do that much work, but I found an easy way to get the job done.
