Depends on the local restrictions. For example in Sonoma County in California says When you have a building permit for a new house, a septic system installed, and a foundation in place, you can live in a trailer or mobile home on a temporary basis. A permit is required and certain restrictions apply.

Different rules for different places. We all tend to be rv friendly. It's the hillbillies that have beater trailers, dead cars all around, swing sets modified to pull engines in the front yard, etc., etc., that ruin it for those of us that would otherwise have any pride in the condition of our property.

Poor guy owns 20 acres and can't park his RV on it and live in it. I only thought this would happen in California.

It's like that in places in Florida too. Our son and family needed a spot to park and live in his 33' travel trailer while his house was being worked on. So happened it was winter so there were zero affordable long term spots available.
We were rural with no rules other than county code enforcement on a little over an acre so we didn't ask and just parked it in our driveway.
Him, his wife, and son lived in it for several months and nobody said a word.
I'm sure being fully fenced with a remote gate that was always closed helped. My experiences are that government bureaucrats aren't usually that overzealous about such things.

Live in it30 days then move it to a camp/koa one night then move back. Pain in the tush but a work around.

To start off, the issue is Zoning , not a building issue so all the building inspector can do is report it back to zoning. If you have a building permit in effect , most likely zoning won’t say a word unless a neighbor complains. Tell him to just do it, don’t make it stick out, and be a good neighbor.

In our area the rules vary but not allowing campers to be lived in is pretty common (ND / MN).
The penalty is pretty much non existent so many folks just do it anyway.
The other pattern we see to get around this is to put the camper inside a building.
If I was trying to solve this problem I'd see what the penalty was, if it was bad enough put the camper inside a non finished garage and call it good.
