When we bought ours the dealer told me the earlier models with those steps had the locks but the newer ones have the spring loaded steps and don't need the lock. I have never had and issue with the steps bouncing or anything while on the road.

The first versions of these stable steps were not gas shock assisted and therefore needed a lock to keep them up. Release the lock to lower. The newer versions (that most of us seem to have) have the "zero g" feature with the gas shock assist. Since the gas shock holds the steps up a lock is no longer need. Obviously your dealer doesn't know which version of the step you have.
