Yup, they can be.
Around Labor Day this last year, I bought a set of brand new pull offs at a place in Middlebury, IN called Dick's. They are the alloy wheels which are on the GM 2500 HD trucks. Each wheel had a brand new tire on it that was only on the truck long enough to get it from the assembly line to the truck conversion plant in Elkhart.
My 1 ton had the grey painted steel wheels and the tires were about 75% shot. The steel wheels were chipping, rusting and generally wearing out faster than the rest of the truck.
I got the whole works, wheels, tires (already mounted) and the hub/lug nut covers with the Chevy bow-tie for around 900 bucks. Now, the old Chevy is looking much nicer.
