A strange problem. I get hot water at the kitchen faucet. Luke warm in the bathroom. The hot water heater has hot water in it. I opened the pressure valve and hot hot water comes out.

That sounds like problem with the faucet, possible an obstruction in the valve or it's leaking across from the cold side if it's a single handle model.
