Yes it is open. We were thru there a couple weeks ago.

We were in Goshen last week and there was some construction at the intersection where the US-33 truck bypass and IN-15 come back together. It was a mess. Not sure how long the construction will continue.

If you are coming in on IN-4 and Blackport Drive you should not have problems (other than horse carts). East Monroe was open all the way from the signal to the Fairgrounds.
