water in axle?

I have noticed, where the wires for brakes come out of the axle, water-rust has come from there. It is on the outside of the brake housing so no problem there. I am concerned about possible moisture shorting the wires in the axle. First glance I did not see an entry place for water. Has anyone experienced this on your trailer? Thanks!
