You will be hard pressed to find a dual bander priced as low as those handhelds. A friend of mine has one and for the price it is not bad. Audio is not the greatest and receiver subject to intermod in certain conditions, otherwise he is happy with it.

If I needed a dual band handheld I would sure look at them.

I've had a few of them. Sold a couple off to a buddy for his go bag, lost the other one in the move. They are nice little radios for the price. Audio is okay, battery life also okay, programming is a pain w/o software, they are "open" so no Mars mod needed if out of band monitoring is needed. If I can't find my lost one I may buy another when fishing season starts. Less tears if I were to break or lose it vs one of the big three. I've also owned the TYT which isn't worth the extra $ and though about playing with the Wouxun but when it costs twice as much I stuck with the Baofeng.
