Relay burn out on water heater

This winter we experienced a burning smell and water heater not working on electric. Had an RV Tech in and he fixed it but 2 weeks later we smelled it again and it burned out again. We seem to have voltage coming through on the neutral side. Was wondering if this is part of the problem. I don't believe rattling in transit is the cause as we were in place in Arizona for 4 months. Any ideas before we take it to the Tech?

Is it the relay itself that is burned? Or the wiring associated with it? There have been several reports of wiring being burned in that area due to bad or loose wire connections. But I would think the tech would have corrected any wiring issues. Do you have pictures of it?
