Ground wire??

I have a question. I pulled my right front wheel to do some brake work and I noticed a double wire of some sort not hitched to anything at least on the end I could see. My coach is at the dealer for some warranty work (but that is another story)and I showed them the wire. they said it was a ground and got a drill and fastened it to the wheel well. Now my questions; 1. If it is a ground should not the place where they made the connection be cleaned so the ground is good? 2. Supposedly my wheel wells are aluminum. Can you ground to aluminum? 3. What do you suppose this actually grounds? 4. Why has everthing presumably worked properly if it wasn't properly grounded? Thanks for your input.
