Classic sigh of a broken anti-siphon valve. Replace it or bypass it and the flush is usable once again.

Thanks for the information, I was successfully able to eliminate the black plastic vacuum breaker on the water lines under the bathroom sink and connect them in the basement with the 90 deg shark bite connectors and am using a brass vacuum breaker at the inlet. Definitely lots of knowledge on this site.
