Drain plugs on 2003.

When draining my water lines on my 2003 fifth wheel, I noted that the drain lines had "plugs" that I could NOT open. I had to remove the entire plug and then replace it. Did I do something wrong? Can these plugs be replaced with close-off values for easier convenience? Roe and Art
