I have a 2004 Mountaineer brochure here and see no mention of an "Artic Insulation Package" as an option. Listed under the Standard Features/Exterior is:

Fully enclosed and heated underbelly
Heated holding tanks and water lines
Enclosed and heated, below-floor fresh water tank
