2004 3295RK Hot Water Breaker?
None of the breakers in the panel are labeled Hot Water Heater. Does someone have a clearly label panel?

I am not sure about the breaker but I have a switch in the outside panel where the water heater is. See if you have one there. Are you sure that your water heater runs on A/C power also?

The breakers from one trailer to another won't be the same when wired at the factory. It will be a 15amp breaker.

OK, I am going from memory here. Always a dangerous thing for me. 
Someone posted some pictures of their incoming power to a Montana of about 2004 vintage and it was different than models of just a couple years after. The 50 amp cable from shore power went to two separate single pole breakers rather than the standard linked two pole 50 amp breaker. And if I remember correctly one of those single pole breakers (20 amp?) supplied power to the water heater and the other breaker (50 amp?) supplied power to the rest of the trailer. Could yours be like that? Any one remember that discussion? It was 2-3 years ago I think.

Bill, I think that was a 2002 model that used a 30 and a 20 amp set of breakers. I know 2005 had two 50 amp breakers and I am pretty sure the 2004 models did too.

I have the same exact Montana, but I have re-arranged the breakers to put one A/C on each leg of the 50 Amp line. When I bought it both of my A/C's were on 1 leg of the 240 in. Didn't make sense to me! I made a new panel legend after I was done.
In short, I have a separate breaker for the WH, but it likely has moved so it may not be the same as yours anymore, if it ever was.
Should not be too hard to figure it out with a clamp meter and all loads shut off or unplugged and a WH full of cold water.
