Reading 8.1al's link does explain that the transfer case and tranny should be in neutral (not 2nd which makes more sense to me). Hopefully those instructions for a 2002 are the same for a 1995. However, don't forget the part about turning on the key. I suppose this is to unlock the steering wheel so that when towing, the wheels can turn as it's being towed. This reads like the unit is being towed four-on-the-floor and not on a dolly. I'm just bringing this up in case there's a difference.
Your brother might need to add some lighting for brake/signal/running lights too. Since he's driving such a long way, using only emergency flashers might not suit some enforcement agencies.
Lastly, I hope he doesn't exceed the tow vehicle's ratings, too.
