Interesting. Ours move.
We turn ours back to back with an old pillow between the back tops. I put old towels over the arms to protect the arms from the straps. I also use a 2" wide strap around the two chair backs to hold them together. Last year I dropped a 2x6, notched around the pad eyes so it lies between the back wall and the pad eyes and carpet covered to keep the chairs from hitting the rear window which they seemed wont to do with regularity. I was afraid one day they would knock out the big back window.
Now they stay put.

hunts800, you are not alone. We also put ours facing each other with a blanket in between, strap down with the factory straps over the backs and also a long strap all the way around. We put our table upside down in one of the chairs. May sound like overkill to some, but we used to sail and know how things can move around at the smallest provocation.

We don't have to do anything in our 2012 3585SA. Chairs don't rock, glide, or swivel. Wallhugger recliners now.
