Jim,
The pictures show (in my opinion) a broken frame member. It does not appear be along a weld. It looks like a clear break in the main metal frame member. Metal fatigue?
Thanks for the pictures... It is amazing how much they add!

Some time back there was a MOC member had that channel replaced with a thicker channel. I don't remember how long ago that was I believe that the welder did it in the CG?? That channel looks from the pics to be torn and something like that needs a new channel, I would not try to re-weld or do a patch job on that area.

Looks to me like a But joint that never got welded.
also the top of the frame rail was just tac welded and never got finished properly.

Must of been a Friday night job, never got finished on Monday mornning.
