Illinois D Plate Truck Inspection

Any Illinois residents here that can decipher the rules on this? I've been all over google and state of IL websites looking and it's the most confusing thing I've ever seen.

I had been getting an inspection every year. 2 years ago I was working at the refinery so I got inspected at Wood River IL. Safety lane guy says "they changed the law, you only have to do this every 2 years now" and slapped a 2021 sticker on there. 3-2021

We just got back from Florida a few weeks ago so my sticker had expired. Went to the place I go here at home in Marion IL and the guy hem and hawed around. He said "I think you're supposed to get this every 6 months" and I said Look I don't haul for hire, and he says but you have a D plate and that's DOT inspection.
I say look I don't have a cdl, I don't have a dot number.

So he finally agrees to give me a one year sticker. Says he's never heard of a 2 year sticker. Says he's still not sure he shouldn't be giving me a 6 month sticker.

Does anyone know exactly what is going on here?

Unless a dual 1 ton use B plates and don’t look back.
I have done so for 30+ years with gooseneck trailers and RVs.

F-350 then F-450 dually in northern illinois for 20+ years, due to weight of truck it requires a D plate. It does not require inspections as it is not commercial for hire (so I've been told). Never had an issue yet.
