12 volt outlet in water\valve\service area

There is a round 2 pin believe 12 volt (haven't put meter on it yet) in the water\valve service area its up at the top with dust lid on it. what is it used for, just an auxiliary 12 volt plug is my guess but has a heavy gauge wire that feeds it.
