Black water tank
I have a 2010 3455SA Montana. Does the black water tank have baffles? If so, how are they located in the tank: vertical or horizontal? I can’t seem to get this tank flushed completely clean.

Never heard of baffles in tank and if it did then it would really be hard to clean. I could stand to have baffles in the fresh water tank then if only half full it wouldn't slosh around to much. Come to think of it, you may want to fill your black tank with fresh water and tank cleaner to 1/3 to 1/2 and travel a few miles that way and maybe then it might clean it out.

my question is how do you know the tank isn't empty? if you are using the gauges, if they even work, you won't get a totally clean tank. Don't worry about it if you don't have any problems.

If you want it flushed as clean as possible, after you have finished your normal dump routine, run a hose to the toilet and let it run. When the tank is dumping clear water, you have done all you can do.

If it's your gauge that's not reading empty you should know that they generally don't work for long after they leave the dealers lot.

As stated above, you can't trust the electronic gauges. And as stated above, put some water in your tank and go for a drive. Let it slosh around in the tank and then return to home base and dump it again. If anything is in there, this should break it free, and even clean the sensors too, or at least, maybe clean the sensors.
Wand down the toilet attached to a garden hose will help too.

I rarely even look at my gauges any more. I just drain the black tank after I think it might be getting near full, or if the toilet starts to burp. I drain the tank, close the drain valve, turn on the black tank flush, let it run for 1-2 minutes, open the drain, and repeat 3-4 times. The first couple of times there will be quite a bit of extra "stuff" come out. But after that the water comes clearer each time. I don't keep doing it until is perfectly clear. Just until it looks reasonably clear.
